i'm looking at purchasing a 1982 double wide and i noticed that the roof sags in a couple of places. the current owner just reroofed it and said that you can jump up and down on them and that they are strong. it's my understanding that the joists are 1x3's and i'm wondering if this could be true, or if there's a more serious problem brewing.

Do the safe thing and don't buy this house.
There are many things that can cause the roof to sag and none of them are good.
The roof may be solid, but the fact that it isn't straight points to 1 or more underlying problems.
I'm sure you will be able to find another home that you like and can afford that will be a better investment.
