Pipe gaurds

They did repairs on our home and the pipe gaurds around the wires were not in place . The ones that go through the floor plates so protect the wire s Do they need to be and is this a codeable thing . I think it is but dont know we found them when they opened the wall and found a staple in the wire . Then they fixed it with but connectors and closed the wall up so you had no way to get to it or see it . The state said this was not to code But I did not ask about the wire gaurds that are not in place .is this ok
