buying mobile on own land without foundation

HI,
I live in Rhode Island, but am looking at a mobile Home in Kansas. I want to move out there shortly. I have been inquiring about a home on its own land, but found out today that It has no foundation. The realtor said it is not tied down. I have no idea what that means. Only that she says I wouldnt be able to be a loan for it . I asked about insurance and she said i should be able to get that because it is on its own land. Any thoughts on this?? Should I just walk away or look into it further? Do you think it is insurable??
