Help! Need Insurance for Coastal Area

I am relocating my 1998 18'X80' Zone II from a Park to private land in an area closer to the coast. I am having trouble finding someone that will write the policy (at a reasonable rate). Best quote i've gotten thus far is $3000+ for Fire Casualty ($8,000.00 Contents $50,000.00 dwelling), Personal Liablitity ($25,000.00) & Wind/Hail ($50,000). I haven't found out the Flood Cost yet. My lender requires all three policies. My question is: Can't I get better pricing than this? & Is the flood elevation set by my finish floor or the natural grade (FEMA) of the property for insurance purposes? The property is located between 1500 & 2500 feet from the set coastline (FEMA).

I dis finally get a reasonable quote through Longhorn, i contacted them directly and recieved a comprehensive package, comparable to my previous package...with the added sections for the land...total cost $1520.80. Paid in full and in effect as of today!!! thanks to everybody for the advise.
