What is the proper procedure when a Home Owners Assn. wishes to change legal counsel?

That depends on any written contract or agreement you have with your current counsel. Normally, it is professional to notify current counsel in writing of your intent to change, and state the date on which you no longer want them to represent you. If you have pending issues, deal with them individually to ensure that everyone is on the same page as to who is responsible for what. And, have a phone conversation with your current counsel to let them know the letter is coming, review the pending items, and be sure you have not overlooked anything.
