Dog Mess in MHP

Dea All,
Is there anything I can do short of getting confrontational with my neighbors about them letting there dogs mess in my garden? My husband and I live in a nice mobile home park in KS with our 18 month old son and I can't let him out to play in our garden or the provided childrens park for the fear of him getting in the mess
I have asked the management to do something about the probelm of people letting their dogs do what they want, and owners letting their dogs run loose, but they say "they can't do anything unless I find out where the animals are comming from"
Everyday I have to go and pick up dogs mess on our part of lawn, and wash our porch steps down, please, is there anything that I can do to make the management deal with this problem. It clearly states in our rental agreements that "No animals are allowed to be unleashed, or unsupervised whilst outside".
I have written a letter to the management and sent pictures to them of dogs running loose in the park, but have no response.
Any help would be greatly appreciated.
