Is there any legislation or state regulation that would allow the mobile home owner to sublet his home if the owner is under a lease agreement with the mobile home park that states he cannot? thanks

No, there is not. The lease between the homeowner and the land owner (providing that it does not violate any state or federal laws) is supreme in its content, and cannot be overturned.
