Municipal Zoning

What do you know about municipalities, simply, "Zoning Out" mobile homes. There are 2 instances that are interfering where we are.
ONE, the county in S. Mississippi where we are put into affect the rule that you need a minimum of 3 acres for a mobile home, in certain areas, whereas you can build as many houses as you want....
How can this be Legal?
Next the adjoining county, has Zoned out mobile homes jsut about entirely. Some areas that are even totally full with mobile homes cannot upgrade or trade in.....The catch here is that the county has NO BUILDING CODE. Meaning i can go to Home Depot and purchase a prefab storage shed and gte power to it and live there but, a person cannot buy a HUD approved manufactured home and set it up. How can this be legal?
If you can help at all...please do so. Or if you know some other firms who would like to take on a municipality or two, please pass this on.
Right off the bat i could have every dealer in the south jump on this bandwagon..
