Yard clean-up

We are attempting something new in our park for the 20 or so spaces that refuse to follow yard rules. We are having a landscaper come in after the rules violation time expires, to weed, mow, etc. and charge the tenant to be due and payable with their next month's rent. We are prepared to go to small claims court or whatever it takes to make sure we get our money. The tenant's who are following the rules are feeling like their property is devalued by a neighbor with weeds. Any advice on this aspect of management would be appreciated! We have also consider raising the rent and including yard care.
