Making a 50 and older community

Hi. I was wondering if you can tell me the steps involved in making a Wisconsin MH park into and 50 and older community? We are interested in doing this but have no idea where to start and what the legalities of this are. Can you help point me in the right direction?

There is absolutely, positively no way to do this. Federal law only permits three types of communities - - either an all age, or a 55+ or a 62+. There is no provision or mechanism in place anywhere to limit the age at 50. This is an extremely complex area to try to cover in this limited space.
