Grandfathered rules

Is there such a thing as rules that have been unenforced for a numer of years being "grandfathered"?

In some states, there is a provision in the statutes that prohibits you from enforcing a rule if it has not been enforced for quite some time. The best way around this is to issue a notice advising residents that all Guidelines (rules) will begin to be enforced as of a certain date. Be certain that you adhere to the state requirements for noticing them of a change in the Guidelines. This is also a wonderful opportunity to review your Guidelines and update them if needed.
