To start an association, I believe that it takes 66% of the population. My QUESTION is: Must the 66% of membership goal be attained ANNUALLY?

In Florida, I believe the homeowner's associations are structured according to statutory requirements. As I am not an expert on Florida law, let me refer you to someone who is more up to date than I.
