who is generally responsible for land improvement on rental prop in a park. The owner or renter.
Example: If the land rented is always flooded during a rain storm and needs topsoil and grading.

This is an extremely good question, and has been the source of legislation in several states. On the community owner's side, their position is sometimes that the resident rented the homesite in the condition that it is in, and if they want improvements, it is up to them to do it. On the resident's side, their position is that they are only renting the land, and expect the owner to maintain it and do not want to put any money into anything they cannot take with them.

Wherever you are, I suggest you call the manufactured housing association for your state. If there is legislation, they will know it. And, if there is precedence for procedure, they will also know that.
