rent negotiations

i live a mobile home park where i am having difficulty gettting the other home owners involved in the homeowners association. any suggestions?
this is a family park with 617 lots and 515 currently occupied. i also need some advice as to where to research information on rent negotiatoions.
i need to know where to locate information on price of property. percentage that is contributed to amnetities. unfortunately the only other family park in my county has just purchased their park. the only thing i could possibly do is compare our park to a 55+ or another county in our state.

any suggestions????
