Who would one contact to report unethical and dishonest practices by a manufactured home salesperson working for a manufactured home dealer working in the state of California?

I would recommend your State Attorney General's office (consumer fraud division) or the Better Business Bureau.

Karl has good advice, but I would also recommend you call the California Manufactured Housing Institute and lodge information with Bob West at 909-987-2599.

The advise is very good above, But, I would also recommend you contact your local state licensing board - Most states require each sales person to have a state sales vehicle license, if they have had verious complaints they could be rejected a license.

I just completed the Sate of California Department of Housing and Community Development for Manufactured Housing Occupational Licensing Program....
