Can anyone clarify what a 'Parameter Skirting' is for a manufactured home?

What is 'parameter skirting'? How come conventional lenders will not finance a manufactured home because there's an issue about parameter skirting?

Also pls advise where I can find For Sale manufactured homes in San Diego, CA and Sherman Oaks, CA.
