using site built for comps

I am having problems with getting an on frame modular home appraised in McDowell county in western NC. Up until now I have never had a problem with using site-built homes as comps. I had a home appraised 3 months ago in the same county that used site-built homes as comps. Now the same appraiser is refusing to do the same now. He is planning to appraise an on-frame modular with double-wide comps. Of course this creates issuses with loan to value ratios
