Set up costs

My parents purchased an old (1979) single-wide mobile home in a 55+ park they wish to have removed and replaced with a new single-wide unit. They are dealing with two different retailers for the new homes. One came back today with pricing (we haven't received the other retailers price yet) that indicates his total pacakge price for the new home. This price includes the removal of the old trailer ($1,250 charge). However, it will be my parents responsibility to remove the old skirting, disconnect the water, sewer and electric. Additionally, if the home does not have axels or wheel they charge an additional $150/axel and if there is no hitch, they charge $150 for a hitch. Is this a normal practice?
When paying $1,250 to remove the old home, in my opinon the retailer should be doing all the work assocaited with removing the home. My parents are older and are not able to do any labor intesive work. They want a turn-key move. I was surprised to see these added charges for axels plus expecting the buyer to remove skirting and do disconnects.
We still await the second dealers pricing and hopefully these items will all be included in the cost of the new home. Comments Please.....
