mhome lease vs. monthly rent space

Hi,
Does anyone know what is safer to do-- pay a monthly space rent month or sign a lease in a mobile home park? Because I am thinking of buying a home in a park and I heard in October the space rents will go up. I was told this park is on rent control---but I have seen in some parks if you sign a lease a new owner can take over a park and shoot the rents up real high (if you are on a lease) . I want tot get in on the low rent I have been quoted--but is there any state, county, city laws that can guarantee it only goes up by the usual 3% rate incease a year? Or what can I do to protect myself from gypsy (greedy unethical ) park owners?
