Industry regulation

Three months ago I bought an existing MH from Taylor Made Homes in Homosassa, Florida.
I paid cash for the home and set up including impact fees, septic , a/c, electric, steps, etc,
Repeatedly I telephoned for assurance that the home could be delivered and set up in a timely fashion and was given assurance that there was no problem. I sold my condo and moved to the ranch. The MH is not finished ( it was left without all the tie downs and open doors and windows with Charlie hurricane warnings 8/13/04 ) and now I've been HOMELESS for TEN days with no end in sight.
Is there no industry regulation of these lying dealers ?
I am a disabled senior spending more than I want to for motels and meals I'm getting sicker each day and all they give me is failed promises.
