installation on blocks in Northern climate

What is the best way to prepare the ground for installing a mobile home whitout foundations in a climate with a 4 foot frost line? I want to set it on the ground rather than build excavated foundations.

Some manufacturers and some municipalities still accept a slab as a floating foundation. However, a properly installed slab costs more than piers drilled below the frost line. Remember, your house is only as good as the foundation you are putting under it. This is not the place to try to save time and money. Many if not most of the complaints people have about manufactured homes come from poor site preparation. The installation manual the comes with the home is the best source for specifics about your home. And don't forget the vapor barrier. If you have enough moisture to have four feet of frost, you must have a vapor barrier.
