"Permanent foundation"?

I read in Randy's book (which I have unfortunatly lost) that there are at least three different types of foundations. One was cement piers, one was cement runners, and the third was a cement slab. My questions are:
1. Are all three of these considered permanent foundations?
2. Which ones are the least and best?
3. Is there a significant cost difference between the least and best?
The home will be placed in central Alabama if region makes a differenc and will be a double wide about 2200 sq. ft.
