does private mortgagee animal exist?

hello folks,
thankyou all for all your help!
have found my dream home just 10 miles from my remaining family in montana.
mr. murray even gave it a thumbs up! how could a girl lose? :-)

big hurdle now is that montana just denied all ports of federal housing subsidies into their state as of June first for one year. i put together a section 8 homeownership subsidy (used to be for rent) with a housing and finance authority loan of 2.75% 30yr fixed with $5k for closing/down forgiven after 10yrs in home.

montana board of housing is trying to turn their section 8 rent subsidy into home ownership piti payment but are very short staffed. so, they are calling a moratorium on all homeownership transfers till this time next year. then they'll allow people to purchase a home using what used to be a rent subisdy.

i'm afraid if i wait a year, the prices will be beyond what i can afford (this is the only house i've found in a year of looking) and i won't be able to buy near family.
my pastor suggested i find a "private mortgagee." does such an animal exist and how does that work?

the home is $129k, closing estimated at $7k, moving costs estimated at $3,100 (because i am permanently disabled someone has to load/unload my stuff in addtion to moving it).

my hope is to find someone to buy home, rent it to me till next year when i can buy it outright. i think that makes sense?? { - 0. they'd receive rent directly from hud which is guaranteed for the rest of my life.
