Modular - On-Frame vs Off-Frame

Can someone please explain the difference between a modular that is on-frame vs off-frame?

It would be great to have an engineer list the pros and cons of boths systems. In our region we have two basic types of Modular homes:
- 2x10 floor joists, temp. shipping frame removed
- 2x6 or 2x8 over 12" steel I beam that remains under the home.
Both types of homes are installed on a concrete footing and support system.
