first time buyer

My husband and I are first time manufactured home buyers. The home we will be purchasing is to be setup on steel piers (like jack stands). Is this better than the cement blocks? The contract agreement states the buyer will be responsible for releveling of the home. We're concerned this type of support will be a continual problem. Please give us some advice.
