2/10 warranty

I have seen this mentioned here several times. Who does one get this from? The dealer, manufacturer, insurance company, mortgage co.? Is this a part of the mortgage or separate? The home we are considering has a 2 year warranty but since it isn't the company we had hoped to buy from we think we need a little extra protection. Thanks for your help!
