What should be doing BEFORE we purchase a home...?
-land purchase
-foundation
-plumbing
Who do we contact, how do we get started?

The first thing to do is set your budget for the entire project. That will tell you how much you can spend on things like land and home. Then where do you want to live, how much does land in that area cost? when fit into the budget what is left?
Some costs like utilities are costs you can't really adjust so when they are factored in the money you can spend on a home becomes clear.
Other factors like zoning, and the perk of the land can also come into play. But first set your budget, that will guide you.
