Unreasonable Mobile Home Manage,r NEED HELP ASAP!!

Hopefully I may be able to get some advice and guidance for the desperate situation I am in right now.

I own a mobile home with my sister in Lake Forest CA. My sister, is on the lease, (I am the joint owner), and I am also the guarantor on the lease. My sister has lived there since 2007, but now,due to medical issues, cannot live in the home alone , and has moved in with me for caretaking.

We have a friend, who is able to sublease the mobile home from us. She fits all the criteria in the park rules for residency..IE age (58), and annual income. She has a wonderful job , and is a solid resident for ANY mobile home park. We had her fill out all the paperwork, and just today received a notice from the manager at the park office, that her application has been denied. There is NO reason stated on the letter, and she is being asked to vacate, as they state she was there as a "roommate" previous to filling out the residency paperwork.".Now,managements sayng since my sister cannot reside in the home, our friend must apply for a "resident" status, of which they have now denied for NO reason!!

Previously, in 2010, we were authorized by the park, to have our Uncle live there as a "resident". He had less annual income than our friend, yet the park management accepted his application, and he lived there for two years until 2012, when he moved out of state.There was NO problem with his application with the previous park manager, yet the new manager has carte blanche denied our current appliocation.
We have read through the park rules, as well as the California Mobile Home Residency laws, and both state that a mobile home owner has the right to sublease their home, and as well, that they, (the owner) is still responsible for the original lease and space rental, which we are, ( and do pay the space rental on time or early every month). The home is kept in pristine shape, and she is single 58 years old, with no animals, and extremely quiet. Both the neighbors love her, and feel she is the perfect tenant.I cannot bear to force her to leave, and feel the park is breaking the law, and as well, not giving us ANY reasonable explanation for denying her application for residency.

I desperately need some advice, and quite possibly a lawyer to help us in this case, and am asking for any contacts you could give me to hopefully resolve this with the mobile home management, or owners. I would be extremely grateful for any advice or a mobile home rights lawyer here in So Cal.
