I understand that the state of New Mexico has implemented stringent requirements for selling a singlewide mobile home (set in concrete, etc.). I have a 1995 Fleetwood Festival 18x80 sitting on a 3/4 acre lot. Am I allowed to sell the lot with the mobile home on it and simply transfer title of the mobile home to the new owners of the lot?

Probably you seem to be referring to a building code set up requirement. Since the home will not be moved a permit will not be required. Check with your local title office for the facts.
