what is best way to cut the belly board to remove wet insulation in 1985 skyline? its the hard stuff not plactic

A carpet knife, with a fresh blade, works on most of them.

Don't use your power saw as there are electric and plumbing lines above the bottom board.

instead of cutting wet insulation out what do you think about placeing a dehumidifier under mobile home to dry it?

It is best to get all the wet or even damp insulation out. Spray the area with an anti-mold agent. You can find this at Lowes or Home Depo.

Replace with new insulation. Once the insulation gets wet it is difficult to get 100% dry. Wetting rolled insulation can also compress it, seriously depressing the ability of the insulation to contain the inside air.

Install rolled insulation from below.  Once the insulation is in place you can purchase rolled vapor barrier material. The material is called bottom board but is a rolled product woven from high density polyethylene coated with a continuous layer of black low density polyethylene.

This is also install it from below, by stapling it to the bottom of the floor joist as you roll it out, overhead. The insulation is supported by the belly board below the floor joists permitting warm air from the floor ducts to prevent the plumbing under the floor from freezing.
