re-certifying manufactured home

I recently became the trustee for my fathers trust. He purchased a house in Wyoming from ARC of Colorado in 2000. Somehow he lost, removed, or hid the HUD labels inside and out. IBTS can only recertify if I have a full serial number and all I can find is the last 5 digits which are on the title.
Several people have looked under, through and around the house and we can't find any other information.
I know the house was built at the Oakwood plant 15 in Fort Morgan, Colorado at the end of 1999 or beginning of 2000. Is there any other way to get the home certified, as it is on a foundation so I can't get to the beam where IBTS shows it should be. It seams it is going to be impossible to sell without these labels or the IBTS certification. Since there are 3 people in the trust I need to sell it to split the trust.

See if you can find out who the dealer was that sold your family the home. They would have assigned the title and have a record of the serial number. The state agency that issued the title can probably search their records to see what the full serial number is or who the selling licensed dealer was.Oakwood is gone... bought up by Clayton. Home was sold by ARC of Colorado, the local representative has no records and now owns his own MH sales office. Clayton has no records prior to 2003. Through my research I have 3 different Phone numbers for ARC. I am still trying to get through to the right office.
I was just wondering if there is any other way to get the home certified, I have lost one offer and a second one is in jeopardy if I don't show some sign of progress or success.

Sorry but the blunt answer is no. You will have to meet IBITS requirements..Other places that would have the serial number are old insurance documents, tax records of course title office that had the original title, old finance documents will almost always have the number as well as well. Closing agents that closed your dads purchase probably would have records as well..I know you said that the title only had 5 numbers on it BUT the issue agency would have had the original manufacturers certificate of origin (commonly called MSO). It would have original date of manufacture, manufacturers name and address and full serial number. Good Luck with your search maybe even HUD label number..

Of course you could offer to buy out your other partners at some discounted price if they do not want to help..
