Crown Housing Roof Load

My mother has a 1997 doubwide 32x50 crown home manufactured in Phil Cambell, Al.A trough formed on the roof edge near the facia board, which was encased in vinyl. When taking off the shingles I discovered that approx. 12 to 16 inches of the chipboard underlayment was rotted along with the facia, which was also chipboard. The rafters are 2x2's with steel plates between cords. The ends were rotted and I'm going to scab with 2x4's of 24 inches ea.
My big concern is that I wanted to cut out approx 24 inches of the underlayment and replace that and the shingles and then use 1x4 firing strips on top of the shingles to attach 26 gauge metal roofing panels. The roof pitch is appx 12 degrees, almost 3 in 12.
After discovering the 2x2 rafters and reading other post on this site, I now have doubts about the load factor. I had been informed by a dealer the this year model etc. should carry the added roofing.
What is the answer??
