Intertherm Central Air Problems

I have an 8 yr old Intertherm 10seer split system central air unit. It has worked fine up till this yr. Inside blower working fine, but air is not cooled. When you kick on the unit, the outside fan comes on, but I can't tell if the compressor is coming on or not. All breakers etc are good and I have changed the filter and cleaned off the coils outside. Is there a way to tell if this might be a compressor or possibly hard-start capacitor before I get a sevice person out here?

The problem could be from any number of sources. usually you can hear the compressor kick in, but the problem could be the capacitor or just low Freon.
