Installation Decal Located on Breaker Box

I've purchase a Repo Three-Section Modular Home two months back from a local dealer. The installers did a great job on prep the land, foundation, and tieing the section together. My problem came when the electrical inspector told me that I don't have an installation decal on the breaker box. The electrical inspection from the breaker box the outside meter box pass except the installation decal. I'd the proper inservice electrical permit, air conditional permit, the yellow form that indicates the sewer locations.
I was told from the place I bought the home at before I can turn on my electricity I must have my sewer and water connected to the home. Then I talk with other Home Transit companies in my region an told be the opposite. That I don't need a sewer or water connected to the home just get it prep for connection. I don't understand way I don't have the elective to decide which utility goes in first. I do have my sewer drainage completed but not connected into a sewer let. The waterline and sewer to home hasn't been put dug or place at this time. Is there anything you can tell me that can help me get the installation decal so my electricity can be put in first the work on the next utility next? I am located in Knoxville, TN.

The installation certificate does NOT have anything to do with the plumbing...but almost all areas would require the sewer lines to be connected and inspected prior to the final inspection and certificate of occupancy is issued (the power goes on when this is done)...Every state has different rule relating to the installation certificate...Here in GA a licensed manufacture home installer get this certificate from the state....My guess is that TN has similar rules....The crew who set the home will have to get the installation certificate...Talk to your dealer or the set crew and ask them where it is at..

You mentioned that you bought a triple section "modular" home used....You actually have a triple section manufactured home...This home will be covered by the state laws that cover all other manufactured homes in TN..
