property tax

My mom lives an adult moblie homepark and leases the land and pays monthly payments for the use. She is also paying property tax on her moble and I was wondering if she should be doing that since she doesn't own the land. She lives in Salem, Or in Sundial Park. I was told by a realtor that you don't pay property taxes on a mobile or manufartured home that is on leased land, that you register it with the DMV. TYIA Denise in Salem

Most states have an ad valorem tax on titled property..such as manufactured homes, boats, cars,,,Some parks have pass through fees in the lease..often real estate taxes are one...If your mom is paying directly to a government agency she is probably paying ad valorem tax.....
Taxes just do not seem fair do they..

She is probably paying personal property tax. This is not the same as real property taxes. This is the way it is in Wash. state. If the manufactured home is located on it's own deeded property it then becomes taxed just like a stick frame house.

Property taxes are paid just like any other dwelling; the difference is that she doesn't own the land, so she is not taxed on that.
It used to be handled by DMV but that has changed, and it's now handled by the counties.

In July 1981 the State of California in all there wisdom said that Mobilehomes will start paying a property tax. If your coach was put in the park before that you are on the HUD rolls. So sometimes it's better to buy an older unit and fix it up. payments could differ from $42 on the Hud rolls to $1200 or more on property taxs. If you call them and ask what the taxes will be before you buy they won't tell you because it's real mixed up way they do it. They look at the park at the coach at the space and and weight everything to put a value on it, so just hope they are in a lazy mood the day they figure out you property tax.. And since it's not 1 to 4 family units keeping them from prop.13 they can come around every 2 years or so and if you have added a shed, deck, steps they can raise the tax. You would think this is wrong since they do not own the land. I agree, It's just another way for the government to fleese the low income people.

We live in a 55+ MH community in Rochester, NH on land we do not own but pay a monthly lot fee of $280., which does not include water or sewer. The great city of Rochester, in their infinate stupidity, provides us with zero services - nada, zilch, nothing. We have no children in their schools, no road maintenence, no snow plowing, no rubbish pick up, their police do not patrol our streets, the fire department doesn't even flush the hydrants, they do not even read our water meters but it believes that our park of approximately 350 homes (now - going to 547 at completion), is the goose that laid their golden egg. We are nailed to the wall with taxes.
We own a 28' x 56' Burlington MH and we pay $2700 a year for taxes. The city of Rochester is raping us and getting away with it as they laugh all the way to the bank.
Do not consider moving into any of the 22 MH parks in Rochester, Nh as this city is by far the worst one I have ever lived in in all o0f my 68 years.

There should be government reduction, or even elimination, of property taxes for those that can not afford to pay. It seems unfair for taxes on items that do not produce income for the payers.

Government has always taxed wealth and always will...Every time they mention tax cuts they talk about cutting fire protection or police...Like these are the only places tax money goes...Then the next meeting they vote themselves and their administrators a raise...

Mr. Howe,
I read your message on the manufactured homes forum and felt compelled to write. I also live (summers) in NH in a seasonal community where we own the land but are considered a MH community by the town. The community initially did not receive services and do not have any children in their school system with 181 owned lots. We also pay what others would consider to be outragous taxes on our cottage homes but...
Our board of directors established a line of communication with the local law enforcement and fire department our roads are now patrolled every day and two times a day on weekends. We received protection and support from the fire department we also make an annual donation to each organization.
As for plowing and rubbish, there aren’t many rural communities in NH that provide rubbish removal, the community is responsible for contracting this as well as the snow plowing or you go to the town dump and do your own. If the roads are privately owned your MH park is also responsible for road maintenance and street lights. The monthly rental rate you are paying is quite reasonable in NH. As for taxes on your home you already know that everyone in NH is taxed heavily, you also forgot to mention that your income is not taxed by the state and there is no sales tax in NH.
Since your in a 55+ community you might try for a tax reduction from the town. The best thing is that you can sell and move somewhere else if you don’t like the situation you feel you are in, it’s still a free country and life is too short to be angry and miserable.

You are right..you are the only state I have heard of that actually does your view...The value of your view is taxed along with the ground....The no personal income tax would be nice though...I just sent $5000.00 to GA for incomes tax...I might not mind a modest view tax instead...
