I am considering purchasing a 1997 Victorian Northridge 28x66 mobile home that is selling for $29,900 in Minnesota. Although it needs some work such as a thorough cleaning and new carpet throughout it seems like a good deal.

I am going to take a second look at it this weekend but being that this will be my first home that is not an apartment I don't know what to look for. Does anybody have any advice for what I should pay special attention to?

One thing I'd do is determine what the subfloor is made of (pull a bit of carpet). If it has wax-impregnated or regular particleboard, check wet areas (bath, kitchen, utility) for softness. If the floor got wet and is soft, you'll want to replace that floor area with plywood. That's not a horrendous project, but should factor into your offering price. If the floor checks out fine, use reasonable care to wipe up any spills you make (don't let them sit). Vinyl flooring is usually laid before the walls are attached, which makes a great moisture barrier.

Mac gives good advise. Also, Minn regulates manufactured housing pretty aggresively. Check with the code officiers to make sure that you won't have to spend a lot of money to bring the home up to code.
