New Roof

I'm in the process of purchasing a 1985 DW in N. California. Part of the contract states the roof will be replaced.

It now turns out the Seller, a "Handy-man" plans to do the job himself. Should I be concerned if he is not a licensed roofing contractor? I doubt he wil be able to provide a warantee.
