HUD Air Conditioning Over-Sized

The installer who installed the Geothermal installed a GeoComfort unit in my [1999] 28X76 although, he did not do a Manual J, to determine the requirements for the appropriate size; likewise, he would have had to look no further than the date sheet under the sink to determine that the Manufacturer stated that the HUD Code indicated "up to 39,700 btu" he placed a 4 ton unit in the trailer. [12,000 btu = 1 ton].
Please advise what my recourse is to have him to adhere to strict compliance of the HUD code.

your best recourse is to withhold his money...otherwise, since this is aftermarket, you need to look to whatever action you would take against anyone else that would do defective work on your home.
The HUD code enforcement does not deal with aftermarket alterations.
