In California, when a manufactured home is installed in a rental space, is it required to be anchored to the gorund or to some steel pier?
Also, when the home is installed should the tires and axles be removed?

you ask some good questions, the federal HUD code requires all homes to be anchored, and CA enforces this requirement.
The tires and axles should be removed, but remember they are required by code and actually belong to the homeowner. However each state sees that a little different,

tires, wheels & axles are very pricey @ $200.00 ea, And legally they belong to the homeowner unless stated in writing otherwise. Offer to trade them for that Frig upgrade..
