Leveling

Heelo,
My home has been releveled three times in the last year and a half.
The first time I was told to put on rain gutters and I did then I was told to taper off the ground next to the trailer away from the trailer then I was told to put new skirting around the trailer. I also calked around the top of the runner for the skirting.
I have done all of this spending thousands of dollars and I have a need to relevel again?
During a rain storm I walked around the home to see if water was running under the home anywhere and could not see it. Water appeared to be running away from the home rather well. After the storm the ground around the trailer dried up faster from the trailer to about 2 ft out.
The ground under the trailer is very dry I had the insurance man look at it with me and he could not understand why it was in need of releveling again.
I have black clay type soil on my farm.
I need help I can not keep releveling this house every 6 months
