I was told by the set-up man that they was going to use the oliver tie down system. The state of alabama tested it and said it held up to wind better than the anchors. Is that better than using anchors?

I am familar with this system, it is called the OTI steel foundation.
Yes, the OTI, and the vector system have both been tested and will work for you.
If I were going to live in a manufactured home, I would use the vector system by Tie Down engineering over the OTI. but either is approved.
