nicotine stains on ceiling

I am buying a mobile home that has nicotine stains on the ceiling panels. I am told that I need to clean the stain with a special solution before priming and painting the ceiling. Is TSP all right to use, or is there something else?

My roommate used to own a Servicemaster and says that it is nearly impossible to remove the nicotine, but she said that you can start by scrubbing the area then coating it with Kiltz,which is a type of paint that absorbes the nicotine, then paint over that with the color of your choice! Kilz is a paint primer so not sure how you would scrub the ceiling with it but use tsp than prime with kilz which will seal the surface. You may have to clean the ceiling several times with tsp to get all of it out but it can be done.
