hud tag verification

i have a home i am trying to finance that is a mobile home with a house built around it, the only documentation i can find to get the HUD tag # is the title from 1983, and HUD says that wont work, do you know if there is somewhere i can cross reference the VIN # so that i can get the serial # for the HUD verification.

seriel number IS the VIN number on the title....
