I know permits are required to move a mobile home, and property tax paid, but do I HAVE TO hire a "mobile home moving company" to move it? Does the perosn have to be licesnced to move a mobile home, or can anyone (friend, relative, etc) with access to a truck move it?

It is beyond DIY project. But some state also have temporary permits for people to move their homes. The catch might be if they inspect the home and it is not set up properly you get a fine.

Check with your local police dept and highway patrol. So long as you have the required liability insurance and follow assigned routes you could move it yourself.
The reason "mobile home moving companies" are your best bet is that they have all the permits/insurance/expertise.
In some states "Pilot cars" are required.
