Two weeks ago, my telephone line was cut. SBC repairperson said my phone line is laying on the ground and it should be incased. Repairperson said it's the mobile home park responsibilty to so this. I called the office and told them what SBC repairperson said. I was told a work order ticket will be written up to take care of this.

Due extreme cold temperatures this week, my neighbors pipe froze. I asked her if her pipes were insulated. She said yes. She called the city water company. She said the water repairperson told her the water actually froze at the main hookup.
It wasn't insulated. I asked manager at office if my main water hookup was insulated because I didn't want the same thing happeneing to me. I was given the excuse they couldn't discuss home owner problems. Then I asked her if maintenance would be out soon to incase my telephone wire. She said she'd call me back. When she did, she said that was my responsibilty. I explained to her what SBC told me and the office staff person suppossedly wrote up a work order ticket. She said they have new staff people and they were wrong.

Who's responsibilty is it? Please advise what I should do now?

In most cases, utilties are responsible for their wiring up to the demarc point.
Water meter, electric meter, telephone/cable interface box, etc. After that, it's the homeowners.

Now, if the park bills you for any of these services rather than the actual provider, then they may be responsible for everything, or, just up to the point it enters the home.
