Buying a new home in Texas, is a vapor barrier recommended for that damp
area. The sales people say it is better not to lay a barrier so that moisture can soak into the ground rather than sit on the plastic barrier. Would appreciate advice.

If the home is skirted, then it must be vented and if it's not vented, you must have a vapor barrier so that moisture won't come UP from the ground. There should be no water going under the house, so there's nothing to 'soak in'.

Vapor barriers are almost always required or at least recommended by the set up manual...ALL homes should be set to the manuals requirements...

Be glad the sales persons are not setting your home...there should be NO liquid moisture under your home..The home MUST be set so that ground water does NOT go under the home..That would be a requirement of all set up manuals....

You might want to suggest that the sales person read the set up manuals that come with their homes...so they will not sound so dumb to the next buyer..I hope you are not depending on other verbal info from these folks..
