Perm foundation on masonary blocks

Hi,
I have a 1976 mobile home and I am trying to place it on a perm masonary foundation.
I tried the building and safety dept in Riverside Calif for a set of engineered plans showing how to do this.
They do not have a set. The home is too old for the manufacture to assist with the problem.
It is a Redman home, the model is a Kirkwood.

I have done this type of foundation in the past and can do it again, but the builiding dept won't let me pull out the permit until I have the correct set of plans.
The building dept usually has a set for my needs they do not for this masonary block perm foundation.
Do you know where I can get a set?

The plans call for a 12 inch by 12 inch footing, with rebar running the length of the footing, and 3 layers of masonary block. then 2 pieces of pressure treated wood on top of the block with the mobile attached with Simpson tie plates every foot. The tie plate is 5 inch's by 7 inches.

I can not install the home until I have these plans.
