updating tiedowns

We are about to buy a manufactured home. I read on this site, that there is government money from "Federation of Manufactured Home Owners" for getting tie downs updated on older homes. This home was built in 1988. Also, is there somewhere that we could get information on the regulations of the park owners? Any info on this would be appreciated. Thank You.
