Energy comparison

For the past 10 years my wife and I have lived in an 1986 Holly Park 14 x 76 mobile home. Our electric averages approximately $65 per month. We have oil heat and we pay on average approximately $800 per year to heat our mobile home. We use gas for our stove, that really isn't a big deal.
We are preparing to get a double wide. We are going to go with the Clayton Cambridge Noris series, a 28 x 80, we just don't have the floor plan selected yet. We are either going with the three bedroom design or the four, most likely the four because the fourth bedroom will make a nice office.
We have been told that with the way new homes are built today, that the cost of electric and to heat and cool these newer homes shouldn't cost much more if any at all than it cost to run electric, and to heat and cool our 14 x 76 mobile home now.
The Noris home we are looking at, will have R30 insulation in the roof, R21 in the floor and R13 in the walls; however, I am opting to go with 2 x 6 walls and having R19 in the walls. The house will have 1/2" sheetrock throughout, and most likely we are going with a 6/12 pitch roof. The home will have thermopane windows as well.
Is running electric, heating and cooling a home like this going to be a lot more than what we are used too? I know we are being told that it will not by some of the dealers, but it sounds too good to be true with a home that size comparedto what we are in now.
