Welding Plates

We were told to put welding plates on our runners. We have an outline of where they need to be placed, but we're not sure what they are how they tie into the cement. Does anyone know about this?

We have currently built the forms and cement will be poured tomorrow. Are the plates placed in the cement while pouring? Please, we need help!

(I want to thank everyone who responded to my questions on runners. All the information we received was very helpful. We decided to go with runners that run from the front to the back of the house for better stability. Thanks again!)

Usually any anchoring device is set in the concrete when its poured.Without knowing what they are for its hard to say though.
